The Celtic Cup - without England?

According to the BBC News site, there could be a Celtic Cup without England..

The FA don’t have long to decide - and given their recent performance, will they be able to make a decision quickly? We fear not.

    It would be a shame if this went ahead without England being included.

    England should join (although the name would be changed as they are not a Celtic nation) and the competition should be played with Ireland as one team, as it is in rugby
